there are plenty other machine shops that can adjust the squish for you...must be someone in Poland search Eric Gorr PDF file on the net has specifically what needs to be done for performance on the early YZ heads from 96 to 98

Ok,I do some reading about exhaust valve governor.There is an option to make WR less agressive. People say that you can put in governor spring from the new YZ250X.It's quite longer and stiffer. People say that YZ250 (99year +) becomes less agressive,powerband hit a little bit later and get more traction.
They also talk about washers but on older YZ engines,the thickness of governor washers Is the same as YZ250X :)

Soon I'm gonna buy a spring,and make little test :)
