That's the black potting compound they use to keep the CDI dry & vibration proof it's dissolve in acetone.

Does the acetone peal the coverings off of capacitors or are they all failed?

Acetone swells the plastic..

Cool tip.  Does the acetone dissolve it completely, or do you still need to scratch it off?

what components are damage? that soldering looks ugly I'm guessing its way before machine soldering and lead free solder so at least its easy to work on. really interested int he outcome of this repair.
You threw it out i picked it up and fixed it.

I tried acetone on the base of my 250J CDI....it looks like the "motherboard" slides into a hard plastic case....the acetone did diddly squat to the hard black foamy looking compound.....


Maybe I should leave it longer than 5 minutes.

when in doubt remove some with a sharp scalpel and soak that little bit. 
You threw it out i picked it up and fixed it.

Acetone only works on the soft potting.
